Gelet op het doel van de wet, het verschaffen van voorrang aan gemeenten bij aankoop van gronden benodigd voor het realiseren van toekomstige planologische ontwikkelingen, staat de gestelde onzekerheid niet in de weg aan het gebruik van de bij wet gegeven bevoegdheid tot het vestigen van een voorkeursrecht. De Afdeling verwijst ter vergelijking naar de uitspraak van 22 oktober 2014, ECLI:NL:RVS:2014:3786, onder 4.3. In dit stadium van de planvoorbereiding kan niet op perceelsniveau worden aangeduid welke bestemming uiteindelijk zal worden toegekend. Het behoeft nog niet voor elk in de aanwijzing betrokken perceel of windturbine duidelijk te zijn of het kan worden ingepast.
